What is Lifeline and How to Qualify?

Lifeline is a federally subsidized government program that provides discounts on wireless services to qualified low-income individuals.

To qualify for Lifeline, you must participate in one of the following Federal programs or through your income. To qualify for Tribal Lifeline, you must live on Tribal lands AND participate in one of the following Federal programs or through your income.

  • Supplemental Nutrition Assistance Program (SNAP)
  • Supplemental Security Income (SSI)
  • Medicaid
  • Federal Public Housing Assistance
  • Veterans Pension and Survivors Benefit Programs
  • Tribal-specific programs: Bureau of Indian Affairs General Assistance, Tribally-Administered Temporary Assistance for Needy Families (TTANF), Food Distribution Program on Indian Reservations (FDPIR), Head Start
  • Income at or below 135% of the Federal Poverty Guidelines

How to Apply

To apply for Lifeline, go to the Lifeline National Verifier online at Home-National Verifier (getinternet.gov) or call the Lifeline Support Center at 800-234-9473. You may also print the application below.

If you cannot print the application, please call 800-236-0055 and we will mail or email an application to you.

Once the National Verifier approves your Lifeline eligibility, please call us at 800-236-0055 or stop in to one of our Cellcom retail locations to discuss an appropriate Lifeline Plan for you.

Use it or lose it - you must use your service at least once every 30 days to maintain your discount. Recertification - USAC will check to confirm you still qualify for Lifeline annually. If USAC cannot confirm you still qualify, you will receive communication in the mail to help you recertify. One benefit per household - only one discount is allowed per household. Click here to learn what is considered a “household”. Lifeline service may not be transferred to any other individual. Please notify Cellcom within 30 days if you have an address change, no longer qualify for Lifeline, or if another person in your household gets Lifeline.

International Travel

Access services when traveling outside of the U.S.

Purchase an affordable international package prior to travel. An eSim capable device is required and you will be assigned a new international phone number to use while traveling if you select a voice or text package. Learn more at cellcom.com/international.

International Text Messaging

Unlimited international text messaging from the US to over 200 countries.

Send messages to friends and colleagues with mobile numbers based outside of the US.

Any messages sent to or received from "011 + Country Code + Mobile Number" are considered to be an international message.

Please refer to your user's manual for your particular handset's functionality. Remember when sending an International Text Message, you must send the message to 011 + Country Code + Mobile Number.

Spam Guardian

How to block a number on iPhone:

  1. Go into your call log, within the "Phone" app.
  2. Select the "i" next to the phone number or caller.
  3. Scroll to the bottom and select "Block this Caller."

How to block a number on Android:

  1. Open the "Phone" app.
  2. Tap the "More Options" icon (three dots).
  3. Tap Settings > Spam and Call Screen.
  4. Turn on or of Caller ID and spam protection. Then tap "Block Numbers" > toggle on "Block Spam and Scam Calls".

 

Important Information

By using Cellcom wireless service, you agree to the following terms and conditions.

A device compatible with Cellcom’s network is required. Account deposits are nontransferable and nonrefundable, except as set forth below. Account deposits are used on a first in, first out basis. Deposits will expire after one year. Any unused account balance is forfeited upon expiration.

All Prepaid accounts, must have funds added/available by close of business day on the Replenishment Date. As a result of non-replenishment your account will expire and service will be interrupted. Prepaid Lifeline accounts will cancel 1 month after expiration. A new wireless phone number will be required to reactivate service.

Charges: Airtime is billed/deducted in 60 second increments. Nquire/411 Directory Assistance calls are charged plus airtime. Charges equate to 14 minutes on PayGo service plus airtime. Standard airtime charges apply to all toll free calls. Rates are valid only in the designated home calling area.

Voice and Texting Prepaid Plans: Your monthly plan amount will be deducted from your account on your replenishment date. If you have insufficient funds, your monthly plan will not be replenished. Cellcom reserves the right to terminate service if less than fifty percent (50%) of the customer’s overall minutes of airtime are used in Cellcom’s market. International calling is not permitted; Cellcom may terminate service as a result.

Unlimited voice services are solely for live dialog between two individuals. Unlimited voice service may not be used for international calling, conference calling, call forwarding, monitoring services, data transmissions, transmission of broadcasts, transmission of recorded material, or other connections that do not consist of uninterrupted live dialog between two individuals. If you are using an unlimited voice service for anything other than live dialog between two individuals, Cellcom reserves the right to terminate your service.

Wi-Fi Calling allows you to make and receive calls over any Wi-Fi connection. To use Wi-Fi Calling you must activate the feature on your smartphone, accept these Terms and Conditions and enter a physical U.S. address (no P.O. Boxes) where you want emergency service sent to if you call 911. You must also have Internet access through your device’s Wi-Fi connection. Any Wi-Fi call made to a U.S. number will be treated as a domestic call, no matter where the call originates. Any Wi-Fi call made to a non-U.S. number will be treated as an international call. If you lose your Wi-Fi or Internet connection while on a call, your call may drop. You can disable Wi-Fi Calling by disabling it in your smartphone settings. If you leave Wi-Fi coverage your call (excluding 911 calls) will switch to cellular automatically if you are in a supported coverage area and VoLTE is enabled on the device. If you leave Wi-Fi coverage and are in a 3G-only area the call will drop.

Voicemail: Cellcom reserves the right to deactivate any voice mailbox that has not been initialized within 60 days of activation or any mailbox that has not had any messages for over 60 days. Applicable airtime charges apply when checking voicemail messages. Voicemail services are unavailable on the Broadband Data Rate plan.

Quik|TxT Messaging & Data: Use of Messaging and Data is subject to the Data Acceptable Use Policy located at www.cellcom.com/AUP. Service not available on all devices. Use of visual voicemail deducts from data plan allowance. On the Lifeline Plus prepaid plan, when the data bucket limit has been reached, data will be suspended on the line. An additional bucket of data may be purchased to re-instate data services during a suspension period. Voice services, including 911, are not available on mobile broadband nor tablet devices. On the Lifeline Unlimited plans, when each line reaches its high-speed data allotment, data speeds will automatically slow to a maximum of 512 Kbps for the remainder of the bill cycle.

Autopay (checking and savings accounts only, no credit or debit cards) and paperless bill (email confirmation required to be signed up for paperless bill) required for the discounted rate of $5 per month per discount per smartphone line on the Unlimited plans.

Coverage Maps: Coverage maps indicate where rates apply and may not depict actual service availability or wireless coverage. Coverage areas depicted are approximate. 15-Day Guarantee: If for any reason you’re not completely satisfied with Cellcom’s service, simply return the equipment within 15 days of purchase for a full refund of equipment. To maintain or improve wireless service, to prevent fraud or for other business reasons, Cellcom can restrict or modify your service without notice if: (a) you make a false statement to us; (b) you interfere with our customer service or business operations; (c) you breach any part of this agreement; (d) we believe your service is being misused or used by anyone for unlawful activity; (e) we believe your wireless phone or telephone number has been stolen or tampered with; or (f) the use of your service adversely affects service to other customers.
